Rent improvement reinstated and local rule in bunkers

We are reintroducing the lease improvement on all mowed areas. 

A ball lying on a closely mowed area, such as a fairway, may be lifted without penalty and cleaned. Before lifting the ball, the player must mark its position. After lifting the ball, the player must place it on a spot within one scorecard length of and not nearer the hole than where it originally lay, which is not in a hazard or on the putting green. A player may place the ball only once, and it is in play when placed. (Rule 14.2b) Handicap rules apply as normal.

Temporary local rule - relief in unscratched bunkers
Areas in bunkers where the sand has not been raked/smoothed are treated as areas under repair. There is no interference if the condition only interferes with the player's stance. Relief under Rule 16.1c.
